History

 Stubbs & Schubart, P. C., an established “AV” rated law firm, handles all matters related to the use and development of real property, including eminent domain matters; coordinates development issues with all and government entities; and assisting landowners in the administrative process before state, local, and federal governments.

 G. Lawrence Schubart worked as a Deputy Pima County Attorney in the 1970’s representing the Planning, Zoning, Environmental, and Building Code Departments of Pima County.  Larry manages and is actively involved in all litigation issues handled by the firm.

 Thomas M. Parsons has over 20 years of litigation experience against city, county, state, and federal government entities.  Tom manages the development issues handled by the firm and assists Larry in overseeing the litigation issues.

  Carl Sammartino, the firm's youngest associate, brings with him a background in development matters from a developer’s perspective. 

 In the early 1960’s Robert C. Stubbs worked at the Arizona State Attorney General’s Office litigating public utility rate cases; later Mr. Stubbs was the Chief Civil Deputy at the Pima County Attorneys Office.

 In the 1970’s Mr. Stubbs entered private practice and formed what would become Stubbs & Schubart, P. C.  During his years in private practice, Mr. Stubbs resolved, either by settlement or litigation, more than 3,000 eminent domain cases.  Before Mr. Stubbs retired from active practice in 2004 he instilled in his successors a commitment towards excellence and professionalism in the practice of law and the representation of clients.
